International voice carriers are facing a critical revenue challenge as a growing share of their network traffic is no longer traditional, conversational calling. Instead, increasing volumes of short or non-connected calls—such as those from call centers, marketing campaigns, and authentication services—are consuming network resources without being properly monetized. This shift is exposing limitations in traditional minutes-based Key Performance Indicators (KPIs), with some carriers estimating that up to 85% of their incoming call attempts generate no revenue.
To address these issues, the i3Forum Market Data Workgroup has initiated a proof of concept (PoC) aimed at redefining voice KPIs to better reflect new traffic patterns and use cases. This industry initiative seeks to provide carriers with enhanced tools to measure, benchmark, and monetize emerging traffic types. The effort also includes a focus on Origination-Based Rates (OBR), aiming to improve visibility into OBR-surcharged traffic and help carriers manage costs and routing strategies more effectively.
By developing actionable KPIs and fostering collaboration across the industry, the i3Forum hopes to reclaim lost value from new voice network usage and reinforce the financial sustainability of international voice networks. Carriers and stakeholders are encouraged to participate in this initiative to strengthen their competitive position and adapt to the rapidly evolving landscape of global voice communications.

I3Forum guidance on CLI verification to help prevent fraud |
The i3Forum published new guidance through its Technology Workgroup focused on combating the growing issue of Calling Line Identification (CLI) spoofing and misuse, which has significantly diminished consumer trust in international communications. As fraudulent calls often originate overseas and traverse multiple jurisdictions, the i3Forum has emphasized the need for CLI verification solutions to help restore trust and integrity in global voice and messaging networks. Two key abstracts were released—one addressing verification for all inbound international calls with domestic CLIs, and another specifically analyzing mobile roaming verification methods.
With numerous solutions under discussion across the industry and regulators often focused on domestic challenges, the i3Forum stresses the importance of addressing CLI verification from a global perspective. The organization advocates for collaborative, cross-border approaches involving all stakeholders—from carriers to regulators—to ensure consistent, end-to-end implementation. Through its partnership with One Consortium, the i3Forum aims to enhance these industry-wide recommendations and provide a platform for direct regulatory engagement worldwide.
