Fraudsters are highly adaptive. When one avenue is blocked, they quickly identify the next vulnerability to exploit. The telecommunications industry has repeatedly seen bad actors shift between scam techniques, technologies, jurisdictions, and business models as they search for new opportunities.
This adaptability creates a difficult reality: fraudsters often evolve faster than the mechanisms designed to stop them.
The industry has made meaningful progress in recent years. Carriers collaborate through industry forums, share intelligence, participate in traceback efforts, engage with regulators, and invest heavily in fraud detection technologies. Yet fraud remains a persistent challenge. This raises an important question: are we trying to solve a modern and ever evolving problem with frameworks designed for a different era?
Most fraud investigations related to international communications begin with incomplete visibility. One carrier may see unusual voice traffic patterns. Another may identify suspicious messaging activity. A third may observe abuse associated with a particular customer, use case, or traffic source. Individually, these observations may appear isolated. Collectively, they may reveal a much larger fraud scheme.
The challenge is that the industry often lacks efficient mechanisms to connect those dots.
As part of i3Forum’s Restore Trust initiative, members are exploring what data and information would materially improve the industry’s ability to detect, investigate, mitigate, and prevent fraud. Rather than beginning with today’s limitations, we should first ask a more fundamental question: what information would we want available and sharable if our sole objective were to stop fraud timely and more effectively?
Answers may include traffic intelligence and metadata, traceback information, signaling data, use-case insights, peer intelligence and risk and fraud indicators, and operational insights derived from real-world fraud cases. The objective is not to prescribe specific solutions, but to identify the visibility required to create a more effective collective defense.
Artificial intelligence can play an important role in this future. AI is increasingly capable of identifying patterns, correlating events across large datasets, detecting anomalies, and uncovering emerging fraud campaigns that may not be visible to individual organizations. However, AI is only as effective as the information available to it. Even the most sophisticated analytical tools cannot identify patterns hidden behind fragmented data silos.
At the same time, the industry should be willing to have difficult conversations about transparency. Fraudsters often exploit gaps between organizations, jurisdictions, and commercial relationships. Information about recurring abuse patterns, problematic traffic sources, or persistent bad actors may be visible to some participants but not to others. Greater ecosystem visibility may require the industry to revisit long-standing assumptions about what information can be shared and under what circumstances.
This is where regulatory collaboration becomes essential. Industry and regulators share a common objective: protecting consumers, enterprises, and communications networks from abuse. Once the industry develops a clearer understanding of the information needed to combat fraud effectively, carriers, industry organizations, and regulators can work together to create modern frameworks that enable responsible, scalable, and effective information sharing.
Ultimately, the goal is not simply to detect more fraud. The goal is to create an ecosystem where intelligence moves faster than bad actors can adapt, where investigations can span networks and borders, and where coordinated industry action can disrupt fraud before significant harm occurs.
Fraudsters keep on reiventing how they operate. The question facing the international carrier industry is whether we are prepared to reinvent how we collaborate.

The future of fraud prevention may depend not on a single technology or initiative, but on the industry’s willingness to build a new model for collective defense.
