Over the last several years, consumer trust in Calling Line Identification (CLI) displayed on their devices has significantly diminished-particularly for calls originating from international networks. This erosion of trust is largely driven by the misuse and spoofing of CLIs by fraudulent actors, including scammers and predatory sales callers, who exploit the ability to manipulate CLI information across borders in the absence of consistent global administrative control.
To address this growing challenge, the i3Forum Technology Working Group (WG) is hosting a focused webinar examining practical solutions to combat CLI spoofing and restore confidence in international calling, based on their work in 2025 (see CLI Consistency Checks and Mobile Roamer Identification Verification Abstract documents on the i3Forum’s website).
This i3forum’s work has been contributed to @One Consortium, the industry pillar of the #RestoreTrust initiative, where it helped inform the discussions with the regulators in #GIRAF, as part of the joint effort to establish global guidelines and recommendations to combat spoofing.
The webinar builds on established Technology WG outputs addressing two critical areas. The first focuses on CLI consistency checks, which define the principles for validating CLI format, allocation, activity status, and right-to-use, supported by KYC/KYT practices, trusted trunks, and international traceback cooperation. These measures aim to strengthen the “first line of defense” by ensuring that CLI data is validated as close as possible to the point of origination and treated consistently across international call paths.
The second area addresses Mobile Roamer Identification Verification, a specific and persistent abuse scenario in which domestic mobile numbers are spoofed from abroad by attackers posing as roaming users. Given the continued coexistence of SS7-based roaming with LTE and 5G home-routing solutions, the Technology WG outlines why additional “is Roaming” verification mechanisms remain necessary and how they can be implemented at international gateways using practical, deployable approaches.
During the webinar, a sample implementation of CLI checks deployed in Italy to protect national subscribers will be demonstrated for further discussion.
