Turning Intentions into Action - i3Forum Supports GIRAF’s “Carry with Care” Communiqué
i3Forum welcomes the adoption of the “Carry with Care” Communiqué by the Global Informal Regulatory Antifraud Forum (GIRAF), approved at its Plenary on 24 November 2025. GIRAF serves as the regulatory pillar of the Restore Trust Initiative, bringing together telecom regulators worldwide to address digitally enabled fraud in close cooperation with One Consortium, the Industry pillar.
The Communiqué underscores the urgent and growing harm caused by fraudulent traffic-not only to consumers and societies, but also to the international telecommunications industry itself. It calls on international service providers and intermediary players, including international carriers, hyperscalers, and aggregators, to take decisive and systematic action to detect, block, and prevent fraudulent traffic.
